COVID-19 has been declared a pandemic by the World Health Organisation, and Australia has declared it as a health emergency. Elba has developed a COVID-19 management plan in line with the Government advice.

Elba’s admin staff will:

  • Ensure best practice in infection control and management of COVID-19
  • Plan for the prevention, containment and management of an incidence of COVID-19.
  • Email trish@elba.net.au or stefanie@elba.net.au if you have any information to pass on.

Elba office staff are to be notified of any suspected or known cases of COVID-19 amongst members and staff or others diagnosed with COVID-19 who you have close contact * with them (e.g. a family member).

  • Close contact means – greater than 15 minutes face-to-face or the sharing of a closed space for more than two hours with a confirmed cases of COVID-19, without recommended personal protective equipment (PPE). Contact needs to have occurred during the period of 24 hours prior to onset of symptoms of a confirmed case

Elba’s 4 phase COVID-19 response

Phase 1

Preparation, Prevention and Early Detection

Ensure adequate stock of member’s household items and protective clothing

  • Food and general supplies
  • Cleaning products
  • Personal protective equipment

Good infection control practices in place

  • Hand hygiene and washing
  • Respiratory hygiene – coughing etiquette, avoid touching face – nose, mouth
  • Use of PPE Equipment as required

Enforce early prevention and detection practices

  • Complete online training of COVID-19 (Dept. of Health) to understand virus and up skill.
  • Monitor for Symptoms of COVID-19 (self, family and supports)
  • Limit social engagement, practice social distancing.

Phase 2

Infection Management for Suspected COVID-19 Cases

For members and support workers showing symptoms

  • Seek Medical attention and follow advice
  • Isolate suspected infected person/ minimize their risk of contact with others
  • Advise ELBA office staff to ensure any contact made with other members and/or other staff are traced back.

Continue good infection control practices

  • Continue to use normal PPE – gloves
  • Increase PPE only if directly advised by health professional – face masks, eye protection, gowns
  • Respiratory hygiene – coughing etiquette, avoid touching face – nose and mouth

Phase 3

If COVID-19 case is confirmed

Elba office staff to be notified

ELBA’s Continuity of Care Plan to commence effective immediately

Support Workers

  • Medical attention and quarantine required (as per Dept. of Health guidelines).
  • Member to be notified. Support worker to be replaced by ELBA staff and/or agency staff
  • Replacement support worker to be informed of appropriate / reduced supports.
  • Roster Coordinator to remain in phone contact with Support Worker and or NOK.
  • Seek clearance from the Dept. of health once Member has recovered and isolation period is over.

Members

  • Medical attention and quarantine required (as per Dept. of Health guidelines).
  • Members to isolate and support services to be ceased
  • Members to present to nearest Emergency Department for ongoing supports.
  • ELBA office staff to contact support worker staff and advise medication attention.
  • Service Coordinator to remain in phone contact with Member and or NOK.
  • Seek clearance from the Dept. of health once Member has recovered and isolation period is over.

Phase 4

Recovery Phase

Each affected member and support worker to be contacted by ELBA office staff

ELBA office staff to manage and transition members and support workers back into their normal supports and shifts.

Service Coordinator to review and update member’s care plans as required

CEO to review COVID-19 management plan, Epidemic/Pandemic policy and procedure and update as required
